The only course I've played in Ottawa is Cedarhill. Very nice course.

Emerald Links is a very nice course, always in great shape, not long but lots of hazards and really places a premium on accuracy. They interchange the 3 nines every day for variety. Very walkable. I always enjoy playing it.
The Marshes is a premium course geared to corporate golf - and priced accordingly. Always in fantastic shape and rarely busy. Has 6 par 4's, par 5's and par 3's. Carts are mandatory and have GPS, range is included in your green fee. Food at the clubhouse is excellent. Its expensive but if money is not an issue, this is one of the best in the area.
Pineview is not worth playing. Thats all I'm going to say about it.
Others I can recommend would be:
Eagle Creek - probably the best public course in the area and ClubLink will be taking it private next year, so this is your last chance to play it. A beautiful, premium course and an excellent test of golf. Bring the bug spray.
Le Sorcier - a course in Gatineau wth LOTS of elevation changes. Good shape, not long but club selection is always tricky (every par 3 is downhill). Carts included in the price and you'll understand why if you play it.
I've played pretty much every course in the area - give me an idea of what you're looking for and can help you out a little more.

This would be my recommendation, coming from someone who lives in Ottawa. It's about 30 minutes from downtown, but well worth the trip. Prices are very reasonable outside of peak times.
Oh, and do bring some bug spray if you are playing in the evening.

Just wanted to echo what Terry said about Pineview, especially if you're only going to play one or two rounds. The only thing that course has going for it is location.
Eagle Creek is by far the nicest course available for public play in Ottawa, and has some decent twilight rates. Well worth the drive to Dunrobin.
If you're looking for something close to town for a quick twilight round, maybe try the Chateau Cartier in Aylmer. It has a few weird holes (#17 especially) but is kept in good condition and is probably the best course that is close to downtown.
