If you can, check out The Marshes. Also, one of my personal favourites is Stonebridge. Posting this in www.ottawagolf.com will get alot of responses. .

Best public course in the area IMHO is Eagle Creek in Dunrobin. ClubLink just bought it and it will become private next year - so this year is the last chance for many to play it.
Other top public courses in the area include The Marshes, Loch March, Stonebridge, Chateau Cartier, Outaouais, Emerald Links, Le Sorcier and Cedarhill. And there are a TON of reasonably-priced tracks (i.e., weekend prime time < $45) in the area.

I lived there for many years and have played a good many of the courses in the area.
The Marshes, Stonebridge, Outaouais, Eagle Creek, and Loch March are good courses.
I haven't played Cedarhill since its redesign. However, I've always felt the reason that course was popular was because it's close to the city and close the Queensway. It's not a bad course.
Chateau Cartier is similarly popular mostly because of its location. However, if you're looking to play 'target golf,' I've seen people hit the hotel on the first hole, the pro-shop on the eighteenth hole, cars in the lot on the eighteenth hole (park far back) and cars on the road on the first hole. It's also not a bad course.
I'm also not a big fan of Emerald Links. The original back nine is good. The original front nine is so-so, but with a few holes that are totally stupid. The 4th hole, for example, is a tight, tree-lined par 4 that plays about 390 yards, to a really tough green. There's a tree in the middle of the fairway, about 250 yards out. Why on earth would you penalize someone for hitting a 250-yard drive straight down the middle of the fairway? The hole is tough enough as it is. There's too much of that kind of nonesense at Emerald Links - especially some of the greens, which are unputtable. Six is unputtable that way and so is old #18.
An underrated course is Mont Cascades in Cantley (Quebec). It's on a beautiful piece of property in the Gatineau hills. It's a tough but fair course. It's cheap - $40 bucks, $25 bucks before 8am and after 2pm. It's a much better course than Chateau Cartier. If you're in downtown Ottawa, it's about a 35 minute drive. If you do go there, make sure to get good directions before going, because it's a little tricky to get to.
Arnprior (at Sand Point), Renfrew, and Smith Falls are all old, beautiful golf course and are quite affordable.
