I was just watching the Funai Classic on TV today and I don't remember which player (we'll call him player A) but he was in the rough beside the green and was chipping. There was player B's ball already on the green about 2 feet from the pin. However, player B could not mark his ball for some reason and when player A chipped his ball it rolled and hit player B's ball. What is the ruling to this? I though player B was supposed to mark his ball when other players are about to chip on. Player A was not on the apron. He was about 2 feet off the apron. I was very confused at this play. (TV did not go back to this play either, nor explain what would happen)

22-2. Ball Interfering with Play
Except when a ball is in motion, if a player considers that the ball of another player might interfere with his play, he may have it lifted.
A ball lifted under this Rule must be replaced (see Rule 20-3 (http://www.usga.org/playing/rules/books/rules/rule20.html#20-3)). The ball must not be cleaned unless it lies on the putting green (http://www.usga.org/playing/rules/books/definitions.html#PuttingGreen) (see Rule 21 (http://www.usga.org/playing/rules/books/rules/rule21.html)).
In stroke play, a player required to lift his ball may play first rather than lift the ball.
Note: Except on the putting green (http://www.usga.org/playing/rules/books/definitions.html#PuttingGreen), a player may not lift his ball solely because he considers that it might interfere with the play of another player. If a player lifts his ball without being asked to do so, he incurs a penalty of one stroke for a breach of Rule 18-2a (http://www.usga.org/playing/rules/books/rules/rule18.html#18-2), but there is no additional penalty under Rule 22 (http://www.usga.org/playing/rules/books/rules/rule22.html).
Penalty for Breach of Rule:
Match play — Loss of hole; Stroke play — Two strokes.
Player A did not think that Player B's ball would interfere with his play and did not ask it to be marked. Player B does not incurr a penalty because Player A did not ask Player B to mark his ball.
