If you join the GAO, it's included in your membership. Cost is $25 / year .... www.gao.ca

freegolfinfo.com has a game-tracker. Free, just like it sounds.

Uses the RCGA rules to calculate handicap. It wouldn't be considered an official handicap but if your looking for something free to give you a number this is it.

I'm using the RCGA/GAO system too. One thing to note is that if you modify the statistics on your round (and not your score), it will still show up that you modified your score on your handicap card. A bit of a pet peeve of mine since I like entering the score quickly and coming back when I have more time to enter the stats.
