Go to picvault.info. go to "my picvault" which will be empty but offers new options, on eof which will be "resize an image". Click that, select image to upload, select size and click upload.
Once uploaded click "my picvault". Select "get linking code", highlight linking code, right click, copy and paste it into your avitar window.

From a total beginner PCer, thats how its done ...... I think.:)

Here is a freebie program which works well for resizing, etc.

Irfanview (http://www.irfanview.com/)

If you have an older version of MS office you can use photo editor. Search for PHOTOED.EXE in your folders. It is relatively easy to use.

if you have photoshop, just open the picture then click "image" from the toolbar and then "image size" and then just enter the size you'd like and your done =)
