Second for Copetown. Course is in great shape, and with the Labor Day deal this past weekend and the $20 replay, we played two rounds for about $85. Great time.In the bag:

Having said that, most of the Underpar deals have a free replay option.
I've done the Woodington Lakes deal before and enjoyed it. Played both courses in good time so we asked about going out for another nine. They just waved us on and said "go ahead".
Pretty sure Lowville just charges for the cart on a replay.
If you do a search there was good thread dedicated to cheap replays a couple of years ago.

Re: Good choices for a 36 hole day?
First answer: Osprey.
Second answer: Would have suggested Hawk Ridge but it looks like they removed their Underpar deal yesterday. That would have given you 36 different holes for only $45 all in (Free same day replay on the other course for the cost of a cart fee if you want or walking for free).
Final answer: Would suggest Horseshoe which seems to have taken Hawk Ridge's place on Underpar.
Save at Horseshoe Resort and other Ontario golf courses. The best Ontario golf deals come from underpar.com.
The Highlands Course is a good test and it's tempting to play it twice but just like Hawk Ridge you can use the free replay on the Valley Course to enjoy 36 different holes (for only the price of a cart). And yes, I would definitely recommend a cart for the Valley Course.

Not sure if it's still the case, but Royal Asburn just charges a cart fee for replay I believe (it was $20 or $25 if I remember)
