    Considering the definition of the teeing ground, (It is a rectangular area two club-lengths in depth, the front and the sides of which are defined by the outside limits of two tee-markers.) the answers to your questions would be Yes and Yes.

      It may be odd, but it's necessary in stroke play because each competitor is playing against the whole field rather than against a single opponent who could overlook the infraction.

      If the player took an 'illegal' stroke, that shot and any shots based on it can't be counted and must be treated as though they simply did not happen.
      If this rule were not in place, there would be nothing to prevent a player from 'starting' each hole by dropping a ball next to the cup and playing out from there (adding any appropriate penalty strokes, of course).

        Putting isn't golf, greens should be treated almost the same as water hazards: you land on them, then add two strokes to your score.

            Obviously.

            However, there may be some who do care or who may be interested in what the answer actually is.

            The penalty statements for carrying, but not using, a non conforming club in both forms of play are not necessarily what one would normally expect. And, when the rules infraction is discovered is also factor in the penalty.
