My vote goes to PingGolfer, 44 inch "playing" length is picture 1 from bottom of the heel of the driver to the end of the shaft.
Shaft length is shaft only.
Because each clubhead manufacture design their heads differently, some has taller deeper face and some shallower face will yield different playing length, also the hosel length and how much shaft to go into clubhead also differs from 1 design to another.
For example, a bore through head like the older Titleist 983/905 will play very close to shaft length in this case 44 inch, but put the same 44 inch shaft in a Taylormade head will yield 46 inch playing length because the shaft doesnot go into the head.
Hope that clear things up for you, so always tell your fitter/club maker playing length.
