Results based on the metrics as defined by voters.

You have to be careful using even that as the measure of a leader's greatness. Southern governors intent on keeping Blacks in their places, and Hitler, all had voter approval. Neither those leaders nor those who supported them had any claim to greatness. I'm not saying that Trump is a Hitler in the making. My point is simply that results, even those endorsed by the electorate, are not necessarily measures of political greatness.
