I think he just wants to make more people than himself responsible.

They obviously do not teach Soviet political history in Russia/Soviet Union despite Krushev denouncing Stalin and what he did. If the people involved knew what Stalin had done to consolidate power, I can't believe that they would allow Putin to slide into the Prime Ministers position with a crony as President while still pulling all the strings, and then running again and then changing their constitution to allow himself to remain in power until he dies. Just like the last guy on the Kremlin wall at the May Day parade, these people must be looking around and saying, well how did this happen?

Back on Feb 10 Macron announced that France will build up to 14 new nuclear reactor power stations. Part of that may be the realization that France cannot generate enough power from other sources, but its hard to believe that Putin's current aggression is not also a factor.
