If the horn blows for a dangerous situation you must stop play "immediately" unless in the process of making a stroke. Penalty for not stopping is DQ. The key here is to find out if other players in the same area heard the horn or not. I have had one player say he didn't hear the horn when everyone else did and they stopped play. In club play often the players don't know what the one long blast of the horn means and they think they can continue to play. When officiating we try to make sure we have the whole course covered and I know last year at one course it was difficult to cover the everywhere and there were a couple of groups that never heard the horn and didn't stop until we stopped them and drove them in.

He certainly cannot finish a hole that he has started as written in the previous reply.

It would be very unusual for only one player in a group to continue with a stroke because he didn't hear the horn. Usually as a weather system moves in the players are aware and are tuned into the probability of a suspension.

I have only once encountered a group of three players who were still playing because they had not heard the horn. This was at Deerhurst and we concluded that, given the layout of the course and where the small number of officials were situated with their horns, they were being honest. So they were allowed to suspend as soon as we found them during our evacuation sweep and not disqualified. On resumption they continued from that point. It would in any case be impossible to determine where they actually were when the horn sounded.

My error as I was thinking of suspension for darkness.
